The World Customs Organization (WCO) based on an earlier needs assessment undertaken in 2023, responded to a request from Mozambique Revenue Authority (MRA) to strengthen its Human Resource Management capacity. The mission was supported by the Customs Cooperation Fund (CCF-China).
The mission undertaken from 2-6 June 2025 was a comprehensive review and diagnosis of Human Resource Management (HRM) in MRA. The mission was able to establish the corporate understanding of HRM through the review of strategic and HRM policy documents, and their application. By engaging key stakeholders and partners, through meetings with the Management team, HR team, customs team, and internal control representatives, the mission also established the governance framework and autonomy of HR within MRA.
The mission output was the production of a detailed report outlining the challenges and expectations expressed by stakeholders and partners, the observations by the experts and, specific recommendations to be implemented to address the governance framework and autonomy of HR among others, to enable HR play its strategic role as a business partner within MRA.
The mission was facilitated on behalf of the WCO by Mr. D. Magen Maunikum, Director, HR & Training, Mauritius Revenue Authority and, Mr. Ernest A. Mendy, Director, HR & Admin, Gambia Revenue Authority.
