The Technical Services Department is headed by a Director and comprises of 2 Units with each Unit headed by a Deputy Director. The Units are Policy, Planning & Research Unit, and Compliance & Taxpayer Education Unit. In addition, the Deputy Director in each Unit is assisted by Managers who head Sections and oversee the day-to-day operation and supervision of the Unit.
The Policy, Planning and Research Unit is responsible for providing policy, planning and research services, and management of revenue statistics and other relevant information of the Authority. The Unit currently has a number of support staff who assist in the day-to-day activities in the areas of report writings, data analysis, Monitoring and Evaluation (M&E), amongst others as outlined in the matrix below. The Compliance and Taxpayer Education Unit is responsible for promoting voluntary compliance through taxpayer education campaigns such as seminars, workshops, training, TV, and Radio shows etc. The Unit has a number of support staff conducting taxpayer education campaigns with the objective of enhancing voluntary compliance.
The Technical Services is a support service Department within the Authority entrusted with providing all Policy, Planning & Research functions as follows:
- Responsible for providing advice on revenue, research, and policy matters;
- Responsible for coordinating the development, implementation, and monitoring of the Authority's Corporate Plan; and
- Responsible for promoting taxpayer compliance through taxpayer education.

The Compliance & Taxpayer Education Unit
- Formulate the Tax Compliance Strategy and Policy – The policy outlines a range of measures aimed at identifying the underlying causes of the non-compliance amongst the different taxpayer segments and develops and describes how the unit intends to respond to the non-compliance identified in the tax system. The main objective of the strategy is to achieve improvement on voluntary compliance across the taxpayer population;
- Ensure and report on the implementation of the Tax Compliance Strategy - The implementation of the Compliance Policy and Strategy requires periodic monitoring and reporting to keep tract of planned activities, the reports will highlight the status on taxpayer compliance risks;
- Formulate the GRA Taxpayer Education Policy and Methodology - The Taxpayer Education Policy defines the approach and activities to be developed to implement educational programs to improve the understanding of taxpayers on the Revenue Laws administered by the Authority;
- Develop Taxpayer Educational Documents and Related Materials - Taxpayer educational materials are developed to simplify the revenue laws to facilitate the taxpayers’ understanding of their tax obligations. Such documents include amongst brochures, fliers, guides etc.;
- Manage the Preparation and Distribution of Taxpayer Education Materials - Educational materials developed are distributed to taxpayers and the public through different mediums such as stakeholder engagement forums, meetings, taxpayer visits and trade fairs to widen their knowledge on their obligations and rights;
- Implement Outreach and Taxpayer Education Activities - This involves stakeholder engagements with taxpayers on reform initiatives implemented by the Authority on revenue administration matters as well as taxpayer compliance obligations and rights. Such educational activities include tax seminars, media engagements etc;
- Ensures the Setting up of a Sound Debt Management Strategy – a robust Debt Management strategy forms an integral component of tax administration’s compliance improvement programs through the management of outstanding tax debt accounts. The strategy focuses on reducing both the volume of outstanding tax debt and the number of taxpayers on the tax debt; and
- Monitor and Report on the Implementation of the Debt Management Strategy - The main objective is to monitor the efficiency of the collection and recovery processes and to provide a standard treatment for all cases.
